Answer "is a newer Lite published?" and record the install that asked.
The answer is computed BEFORE the ping is written and is never conditional on it. If Mongo is unavailable the row is lost, a WARNING says so by name, and the caller still gets its version answer -- telemetry must never be able to stop a user's runtime from learning about a release.
